Doesn't necessarily make the character gay; just willing to flirt with other males to get what they want. It's useful for RPing a gay character, but doesn't mean they are.

From what I understand, most of the homosixuality in the Roman Empire was either man-on-boy (blechhh!) or part of pagan religious rituals.

Actually, Confirmed Bachelor is only one simple way of recruiting arcade, the other is simply to have an Intelligence of 3. I'm not sure if this can be achieved via stat changes (via alcohol, for instance) or not, my only character who recruited him thus really was that dumb (it made for some interesting dialogue with Dr. U. at the clinic, and she also gave me a nice deal on the Intelligence implant).

However, CB is an excellent perk for anti-Legion fighters, since the Legion are exclusively male, and you get a 10% damage bonus against men. And, it allows you to bypass the "Come Fly With Me" quest, gets you free repairs (but only once, I think), and a few other things. F:NV, it can be argued, may not be the first game where it's "Ok to be gay", but it may very well be the first game where "gay is good".

One thing that kind of annoyed me was how much CB was used but Lady Killer is only used in like 3 different places.

Either of the perks for flirting with women were useless. I think I used Cherchez la Femme twice, maybe thrice on my female playthrough.

CB is a highly useful perk, simply because of the damage bonus you get against male adversaries. You can decide for yourself whether it means your character simply understands male anatomy and vulnerabilities (hence the damage bonus), or whether he is actually homosixual/bisixual. If the former, you simply don't use the dialogue options. If the latter, you do.
