Bugs still aren't as crippling as the NV bugs. I have regained some faith in Beth.

Yes, Beth games are notoriously buggy, hell, most games are buggy out the gate. The good news is Beth know this and spend months fixing it, with patches. In a game of this size there are bound to be bugs.

Exactly the same happened for me. This is what he looked like next time I saw him after I did the quest for him.

I find it quite funny the expression he makes is a sort of "yeah what you looking at, never seen a guy half buried alive on a main street before?"

Only Bethesda could make this game with it's huge, hand-crafted, open world. And when you create a world like that there are bound to be a few bugs here and there. Not sure what you're getting at with this...

Beth's always been known for releasing horrendously buggy games, well before NV.

And, at least in my experience, NV was much more stable and less buggy than Fallout 3. FO3 won't even run on my computer anymore.
