Confusingly poor Crossfire performance 6xxx series

i7-2600k @ 4.3ghz
8gb DDR3-1600
HD 6970 2gb + HD 6950 2gb in crossfire
2 x SATA III 1.5tb RAID 0
Windows 7 Ultimate 64-bit

1080p - All settings Ultra + DX11 and high res textures - vsync enabled

Now, I totally get that Crysis 2 has crossfire/sli issues. I get it. I've poured over dozens of forums and tutorials and what seems to have worked for others hasn't worked for me.

With crossfire active - I get a solid 60fps in indoors environments. When I face a door that leads outside, it drops to 20fps, and when I actually go outside, it drops to a 15fps slideshow.

With crossfire disabled, I get 30-50 inside and 20-30 outside. So I actually get less fps with crossfire enabled.

I have the most recent ATI 12.10 drivers and CAP profiles installed. I also tried uninstalling all ATI software and drivers, running Driver Sweep, and re-installing everything. No change.

I also edited the registry key to disable the power management on the 2nd card to prevent it from going to sleep, so the card is definitely active.

I've also tried Radeon Pro to use the FEAR and Rift app profiles...no effect. When I set the crossfire to alternating frames (as I have read also helps people), Crysis 2 crashes immediately and will not launch.

I've tried every suggestion I could find on this forum, guru3d, etc.

These cards should be tearing this game apart, especially since one card gets better performance than both. If I disable DX11, it works fine.

Any suggestions are most welcome.
