I always thought the akavir were the invaders of tamriel, aka, an enemy. Why would the emperor's bodyguards wear the armor and use the weapons of one of tamriel's enemies?

Same reason that Mexicans speak Spanish and many are Catholic. The cultural influences may have been picked up from hostile invaders, but it is still there.
