Forgive me if this been discused before. I'm a console gamer.

Its been a while since I played Oblivion on Xbox 360. Next month, I plan on buying a new PC rig to play TES & Fallout series on for the first time. But one of the biggest problems I had on console for Oblivion, Fallout 3 and Skyrim was not fully exploring all the underwater areas. Yeah, some places I did a little but for the most part no. So I'm wondering, is there a command that I can type in or a mod to download to remove all the water in rivers, lakes, etc from Oblivion? Same question for Fallout 3 & Skyrim.

Almost forgot and more importantly, will any of these games play on Windows 10?

Not that I am aware of such a command, but you can use an item that provides water breathing ability (like the one given in the Weye quest for getting Rumare Slaughterfish scales).
