I need a console command which will establish a floor of regeneration to ....say... .5 (or 1)....

The reason is I am using Realistic Leveling + OOO + RBP

RBP changes the formula for magicka regeneration to scale more so low levels of will are worse penalties. Realistic leveling makes your starting attributes lower. Together they make a situation in which you cannot train your magicka consuming skills which unbalances the game in favor of needing willpower.

I also need to be able to revert the magicka regeneration to its normal value when the willpower is high enough (console)...

There's a GMST resetter coming with RBP, which restores Magicka regeneration formula values to their default values. This should do the trick imho.

It can also be changed through the console, but I forgot the exact name of the settings - sorry.
