this can be achieved in the vanilla game. Or do you mean you want to come out of the vault with full 10s?
With the console you can do it, but without console commands, how many levels and how much time do you need for that?
I put 4 on all attributes, that means I need 6 more for each SPECIAL, that makes 42 levels. If you put all points on int first to get as much exp as possible, I think you still need about 50 hours or more for a character without any perk but full SPECIAL, if you decide to start using perks after that, you might need at least level 50 or 60 before you manage to succesfully have a working character with the skills and perks of a certain build. It might take months to create a godlike character.
It will be interesting to see how many console commands will be duplicated in console mods next year. tcl almost seems to be a necessity for playing these games.
Or so you assume based on Skyrim and how close FO4 is to it. However, knowing they were going to allow modding on the consoles this cycle it's entirely possible, however unlikely, that they bridged that gap.
edit: on second thought you've probably already peaked at the call list through the SE guy's work. so yeah, i'm probably wrong. one does have hope though.
you can have dogmeat duplicate the "special" book and have 10 in all special stats right at the start.
tgm can work on console mods. Either by setting the Damage Resistance to 99.999% or setting the health to 99999999 for the infinite health. player.forceav carryweight 99999 to remove carry weight restrictions and add 99999 of each ammo type for infinite ammo. If you run low on health and/or ammo, then just activate the cheat item or whatever is used to reset it.
The point is that there was no need for modders of previous Bethesda games to worry about duplicating console commands since it was completely pointless. Now that mods are going to be on consoles, then modders can get creative to create console command mods for consoles.

I did it using the duping glitch with dogmeat and hated it. It was cool at first but by level 30 the game was ruined because none of the mechanics mattered. I was invincible. I've abandoned that character and am enjoying playing straight up much better.
I don't know. Give it a try. It takes a few tries to get the timing down but once you do it's real easy.
You said that tgm would not work with console mods. Most players don't care if they use tgm or some other method to give them God Mode. I proved that there are ways to get the same effect without a Script Extender. There is a difference between creating a mod that produces the same effect as a console command and creating a mod that uses a console command.
What strawman? My first post was about creating mods that duplicated the effect of console commands. My initial impression was that console commands would not even work in mods and would require some mod magic for it to work. My second post was about how to duplicate the effect of tgm. So if it is possible to create a console mod that duplicates the effect of tgm, then it is possible for other console commands like tcl can have their effect duplicated through some ingenious modding. If there is a problem, then it is misunderstanding on our parts rather than someone trying to build a strawman.
True, but consoles aren't able to have console commands and tgm has infinite health, infinite ammo, immune to radiation, and carry weight has no effect. The code that deals with tgm in the console command would likely be just as long as the code for the mod since what usually seems extremely simple to program requires far too many lines of code.
And even better than getting 10 in all SPECIAL attributes with the exploit is further exploiting debuffs to get some of your base attributes above 10, even before the bobbleheads are taken into consideration. My latest character has over 15 Perception, naked, and higher at night (and with gear). All on the console.
Yes you can fake god mode because it just adds effects to the player character using the game engine's own mechanics but toggle collision is not something that can be done through the game's mechanics. That's like trying to change the oil in your car using only the instruments that control it.
If you want to be silly then as soon as you get out of Vault 111 open the console and type player.modav experience 100000. It puts you at around level 50 I think, maybe in the 30's. If you aren't high enough level then just use it again and alter the number.

Ah, I might try making a mod similar to what I did in Neverwinter Nights where I added an NPC that added various values of XP or stats through the conversation tree. I might also add a centralised shop that has shipments of all crafting materials so that you can get anything you need, for a price of course. I'm not sure what the time frame is for the release of the creation tool nor when mods are going to be open for consoles.
