Console not working, bAllowConsole missing

Hey, I'm running windows 7 Home premium 32 bit. On a HP Pavillion DV7 laptop. I don't think this console issue is related to hardware.. but anything is possible.

I've been trying to get my console to work for Oblivion for a few days. I've looked at nearly a dozen links describing various problems on why you can't get the console working. I know you need to have bAllowConsole set to "=1" to enable it. But for some reason my Oblivion.ini file Doesn't have bAllowConsole inside it anywhere. I've tried manually writing it it, but still doesn't work. The console didn't work even on base install of Oblivion (I have the latest update and the Oscuro's OO mod now).

I've read many links talking about console issues, for example vista users needing to disable media center services. And some Human interface devices.. for some reason the IR Scanner Receiver needed to be disabled. I don't have this media center active and this IR scanner can only be uninstalled, not disabled. I've read of issues of keyboard, or certain windows that don't let the Tilde key work. I have to hold shift (UK keyboard layout) for my Tilde to work, but I can't see that being an issue. I can't figure out any hardware that would have removed bAllowConsole from the INI file.

I've even tried uninstalling Oblivion and reinstalling it, with no change. Could this be something Win 7 does to Oblivion? I'm at a complete lost on how to fix this and I've tried a bunch of different things. Is there a way to manually add the bAllowConsole, does it need to go somewhere very specific inside of the oblivion.ini file (or maybe the default file in the root).

I'd love to have the console and it's quite frustrating. So any help would be greatly appreciated, thanks.

Try deleting the INI in My Documents/My Games/Oblivion/Oblivion.ini. Then run the launcher again, set your settings and play the game. Create a new game, run around the prison cell for a bit, and exit the game.
Restart it, check if the console works. If it doesn't, use one of the following mods:

http://www.tesnexus.com/downloads/file.php?id=20446
http://www.tesnexus.com/downloads/file.php?id=13133

Both require OBSE.
