We don't know anything about that yet, I would wait for more details and dismiss rumours about the console version until confirmation is released.
I am anxious for details. Though part of me is also anxious. The console release date if only 2 months after the PC release date. Following a similar BETA event that the PC version has been in, I would imagine that they would be have already have been putting out information already.
To be honest, this whole silence about anything console for TESO has put me off with this game. So tired of how console users are treated by some companies. I don't know much about how ZOS views the console community, but i know how Bethesda thinks of us. Also, i'm not even sure we'll get this game 2 months after PC, maybe if the PC launch goes smooth but MMO's never have a good release. No Beta for consoles yet, although PC has had a beta going for over a year now. The game is "suppose" to be 3 months out for console and there isn't even a set release day, just "June". I know some PC players wil call this whining, but i just want equal treatment for Console and PC players, after all, we're all paying for the game.
I'm not sure about much information on the chat system TESO has, but i do know that PS4 users can chat through PSN. I think Xbox One has a feature like this also. When testing the FFXIV:ARR PS4 Beta i used the voice chat through PSN servers. With a game that is more action oriented, i'm rather shocked there isn't voice chat through the game itself
they're not mistreating anyone. dunno how long you have followed this but they have given all of us the exact same tight-lipped treatment, they didn't lift NDA until a few weeks ago and they still won't talk about a lot of the end-game.
they also said they are focusing on PC first and then will be moving on to focus on the consoles, I mean no-one wants a half-assed port right?
finally the console beta isn't really going to be that much of a beta, you'll be testing out how well it runs on console but thats about it. the PC betas were to actively improve the game, they're not free demos for people to try out, they specifically to test the game builds. so if they didn't need to release one on the consoles its not them shunning the community, its just them not wanting to do unnecessary work.
To be just as honest with you, consoles receive a lot more love in the gaming industry than PC. Both Oblivion and Skyrim's interface and game mechanics were designed for consoles first, with features for PC players left as an afterthought for modders to fix. Many games go to console first while PC gamers are left on the bench waiting for release, and when that release comes, same thing, controls and mechanics are just hastily thrown in there. Not to mention that graphics for PC games usually suffer from 'dumbing down' for the console market.
I understand your concerns as far as not having a beta goes, but I think that they are working on basic game mechanics and balance issues for the first release rather than focusing on the June console release. I would be confident in saying that after launch there may be one or two betas for console players as well. They can only focus on one large project at a time.

Having played both on console and PC for Skyrim I can say that it seemed to be built for console. Plus all of the time that Bethesda spent on fixing issues so that the PS3 version could have the DLC's was real dedication... in my eyes it seems to be down the middle but that is just my opinion.
Making ESO work on console could be tricky for them and I do not see how chat could work unless you were able to plug in a keyboard. The button configuration alone could be tricky but I have no doubt that they are working hard on both versions of the game and aren't trying to exclude anyone. It would be a dumb business move for them to do that especially since this game was not supposed to be on console but then due to PS4 and XBox One announcement and hardware they expanded to include consoles.
Naw, you just have to select "/tell @username what's up?" using a joystick and the on screen keyboard.
I would have thought (and it's pure guessing and speculation, so for those that know feel free to correct me) that ZOS wouldn't have a massive job at all to get console up and running once PC is launched. Being as close as we are from console release, and let's face it, June will be here before you know it, I'm sure they would already have many versions of console ESO under their belt and are probably anticipating what will happen for PC release. I'm sure ZOS would be a pretty stressful environment only two weeks out from PC, and while it may feel like they are shafting console users, it only makes sense they would be trying to get PC 100% perfect for release then turning attention to console, probably learning from some mistakes or issues that popped up on PC release. To me if I was running ZOS I wouldn't want to half baked products release, I'd want to get the first one right and then concentrate on the second.
As for the no chat for console issue, I think we should be patient and wait for more information from the game makers than to speculate and jump to conclusions. I've seen plenty of miss information on this board before where people have speculated all sorts of things only to look a little silly later.
