So I've been observing comments on Youtube, here, IGN, Gamefaqs etc and the consensus is that PC players have a better time aiming than console players. I never really thought that one outweighed the other but thinking about it now, I can see how with using a mouse to help aim it can be more precise than navigating the screen with the left stick which is on a ball which I imagine isn't as accurate a way to aim.

PC Especially with aimbots I assume

Mouses are far more accurate in FPS games than controllers. This doesn't mean controllers are necessarily bad since hack n slash or driving games work better with a controller.
