I've posted the same topic in the cheats, spoilers,hints section but there is only one person has that problem. Maybe posting it in general section reach out more people.

I gathered around 6 people in red rocket truck station and turned off the recruitment beacon of settlers. Now i got around 7-8 of food and water plus 20 defense and 6 beds. But from time to time when i check my settlements status from the pippoy, i see that i have 0-4 beds and/or 0 water in that settlement. When i go back to red rocket truck station everything returns back to normal. But in the mean time if i don't check back for some time my citizens's happiness drops for not having a bed or water. Is this a bug or am i missing something?
