Yes, it is possible. However, you need the soul of a very high level creature, such as a Golden Saint or Ash Vampire. However, the enchant skill is mostly useless for creating homemade equipment. Your chances will be very low. So to make your gear, go to an enchanter (they never fail, but they are very expensive).

ive got one with a golden saint, and my azura star has a winged twilight, but when i go to the enhant menu, there is no constant effect option. only cast when use with armour, and cast when use + cast on strike with weapons. im confused

You sure you have the Grand Soul Gem with the Golden Saint in it as the chosen Soul Gem in the menu? Because if you're using Azura's Star with the Winged Twilight in it, it won't work. Twilight's have less than 400 pts, which is what is required for Constant Effect.

Yes, but max enchant skill isn't enough for more than a minimum CE item. You'll need to fortify either intelligence or enchant skill. As an example, a lowish CE enchant like levitate 1 point will have about 15 capacity rating. To have a 100% chance of making it, you'll need the equivalent of 175 enchant. Luck and intelligence count as equivalents in the ratio of 1/4 and 1/8. So, if you have 100 enchant and the usual 40 luck and maybe 100 intel, you'll have about 122 equivalent enchant. Then either fortify enchant by 53 or intel by at least 424.

You should have no problem then; just make sure you have a golden saint in your soul gem.

Just hire an enchanter, it's so much more preferable to exploiting glitches.

Maybe you just didn't click on 'Cast When Used.' It changes to 'Constant Effect' when you do.
