First off my system specs:

Windows 7 pro x64

16 Gb RAM

GeForce 970

Intel i7 5820 k @ 3.30 GHz

Gigabyte Ga-X99-SLI motherboard

2 Tb HDD on an essentially fresh install of window 7 pro ( just installed earlier this week)

using on board sound

PSU is one terawatt

Title pretty much states my problem. it is not something that happens from time to time, but it happens from the get go. From the opening AMV to sitting at the main menu to playing any part of the game, there is a constant stuttering/lagging of the sound/performance. I have done a lot of tweaks that I found ranging from setting my 3d settings on the Nvidia control panel to changing/adding things in the .ini's as per http://www.gamesas.com/topic/1543988-a-data-vault-of-tweaks-and-fixes-for-the-pc-version/( and I did everything in that post 1 a a time to no avail). I have my monitor set from 75 to 60 Hz refresh rate and have tried it in windowed borderless and windows bordered and full screen. I've updated everything there is I can update to most recent update including my BIOS. The only thing I have not tried is an uninstall/re-install of the game due to the fact that I have a 100Gb a month limit on my internet data. In order to even download and install the game I had to use my laptop while sitting at my college for several hrs to get the files via steam and then transfer them onto my desktop. Is there anything that anyone things will work towards getting this fixed? I have played the game some but not much due to this issue.

Thanks for the suggestion! It helped a little bit. The main menu no longer stutters or lags at all but in game it still does sadly even after putting it on the lowest settings possible . Granted not as much at least! haha
