What is the best way to get my Controlling Animals skill?

I even tried to start with a rabbit?

Controlling Animals skill? Do you mean the dragon shout?

What spell do you use? There are certain perks in the Illusion tree that help with controlling animals.

Every animal has a certain level. Control Animal spells check that level with the max level on your spell. If the animal's level is lower or the same, it works. Else it doesn't work, and you have to use a better spell, get some perks from the Illusion tree or you could try dualcasting the spell.

EDIT: My apologies, there is no Command Animal spell, only the shout. However, Calm and Fenzy work for animals, I think.

The only "Control Animal" thing I know about in this game is the Animal Allegiance shout.

If you're talking about the Bosmer (Wood Elf) racial ability it's in your magic menu under Powers. It lasts 60 seconds, you can only use it once a game day and when it wears off the critter will return to being hostile to you.
