I think R3 is a strange place for it, hopefully this is changeable (personally I would put it on R2 for PS3 and the same button with a different designation on the 360 maybe the Right Trigger {been a while since I have held a 360 control}).
What you have to remember is while they are adding at least one function to the controls, they are also probably removing one. If you remember, assuming you played it, in Oblivion there was a button for attacking, one for blocking, and one for spells (R1, L1, R2 respectively for PS3 and mouse buttons and a keyboard key default on PC, if memory serves). The difference in Skyrim is that the actions are tied to your hands, so it would presumably be R1 for your right hand and L1 for your left hand, irregardless what is in your hand, leaving R2 logically open for whatever they need to do with it. Meaning we have lost one function (a dedicated spell casting button) and gained one (a dedicated dragon shout button) so it should all work out fine. And hopefully the layout can be changed on PC and consoles this time.
This is, of-course, simply with I have inferred from what little we know and as such could be completely wrong, but it's what I would do...whatever that's worth.
