I'd say Mr. House could do it if he had access to his full Securitron Army with Mk. II operating system. Even more so if he would have a possibility of producing new ones. After all, we don't know where they were manufactured. Not at the RobCo Facility near Washington D.C., so it's likely House produced them close to Vegas.
Also, like the Legion, it's hard to estimate the full extent of his army. For example, Liberty Prime was constructed by RobCo Industries and General Atomics International together. House, as the founder, President and CEO of RobCo Industries could in theory have access to another or perhaps even multiple Liberty Primes. It's hard to tell what House is capable of, but I would say he has a fighting chance.
