Could Cyrodiil exist as two areas (PVP and PVE)?

I have played the beta but only for a few hours and was therefore not able to do any PVP. From what information I gathered, the entire Cyrodiil province is a PVP zone entirely and is essentially the Imperial City with forts surrounding it. I understand there will not be any cities in the entire province like it was in Oblivion.

So I tought, would it be possible for Cyrodiil to be both a PVP zone much in a way it is now and also a PVE area similarly what it was in ES: IV with other cities, forests, wildlife, lakes and so on. Think of it as just another province, a country of Imperials with PVE content, questing area while you are below level X. Once you reach level Y, you are made aware that the Imperials are torn between three alliances each wanting to take over the Emperor's throne and you are recruited to join the battle too. In other words, once you reach Veterank rank 1, you are free to enter Cyrodiil as either a PVE zone like it was before, or as a PVP zone which is the same area but now is essentially just the Imperial City fortified all around. Think of it as the Gilnean territory in WoW where Worgen race begins the game. It exists as a separate area for lowbies and they leave the area at a certain level. But it also exists within the game albeit without any quests or npcs.

How does it sound to you guys?

Keep Cyrodiil PvP, it's far more exciting that way. Always having that possible danger around the corner is what makes Cyrodiil so damn exciting! They might do something with the Imperial City and making it a friendly hub, but that remains to be seen.
