ive been wondering for a long time, is the enclave really the pre war government?

They are the descendants of the government whom fled when the war started as far as I know.

Yes, they're the remnants of the pre-war government, but they aren't actually the pre-war government. What they are now is simply a faction trying desperately to restore America, but the problem with that is the America they're trying to re-create is completely different than what pre-war America was actually like. I find it best to think of them as trying to create a new country that they want to pretend is America.

I was reading one of the wikis and their "Enclave" article said that it started out as conspiracy within the government with members from both the government and certain corporations that were connected with the government, such as West-Tech and Vault-Tech. I don't believe they were an actual government agency or anything like that. They worked behind the scenes to guide American policy, particularly foreign policy, in ways they felt agreeable.

So to answer your question, no they're not the "real" government.

Indeed the Enclave "Conspiracy" (Pre war Enclave) was not an offficial Government organisation (it wasnt an official organisation at any time, you won't find it under "E" in the white pages.

However its members included the President, and other important government members. So the members of the Enclave are the descendants of the government.

The founders in their capacity as President, Cabinet members, etc directed funds, resources, soldiers, etc. They would have accepted and invested authority in other enclave members as per the Continuty of Government protocols and US consitution that existed at the time or the war (or as amended afterwards).
