Covenant height bug

Not platform specific.

Building my three level structure in Covenant, I got the first level down, and all walls for that level. Added a stair and floor sections to level 2.

Added the stair to level 3 successfully.

When I try to build the third level floor from the stair, I get the message that I have left the building area and the workbench will exit in 5 seconds.

Covenant appears to have an invisible ceiling, among it's other quirks.

Other Covenant observations:

I got no settlers until I killed the fisherman and the kidnapped girl. Settlement appeared to be hostile while one or both were alive.

MarkForDelete works well on destroyed turrets and corpses. I like it better than Disable, which just hides the object.

SetOwner works well on owned objects. Many of the owned objects are scrapable, which works well too.

I know Sanctuary Hills has a height limit, which equaled out to about five stories. Probably depends on the general size of the settlement. Covenant being a small one, I'd imagine their height limit would be smaller than Sanctuary Hills.
