Cover art mask and armor

Does anyone know if it is possible to don the mask and armor seen on the cover of New Vegas? If so, what is it called and where do we find it? Thanks everyone.

I heard you can get it from somewhere, but i cant remember where. Maybe some ncr stuff.

I think it's Elite NCR Ranger gear. And from what I hear, the only way to get it is to kill one.
