I have the first level of the Armorer perk, and while I can upgrade existing armor pieces I can not actually craft any. My current setup is missing a couple pieces and I'd like a full set. Do we ever get the ability to actually craft new pieces from scratch or is upgrading all we can do (and hope for good loot drops)?

I don't believe so, no. I only have two ranks in Armorer but I assume it's the same as weapons and we can't build them from scratch.
