A big part of Fallout has always been scrounging for your stuff. If this doesn't impact that aspect too badly, I think it's a good idea.
Another consideration--In MW, Oblivion, and FO3, it's always been ridiculously easy to make big bucks very early and very quickly. Alchemy in the TES series certainly made it worse. I think it would be worthwhile to look into the economics and make sure there aren't easily exploitable recipes given a steady supply that a dedicated merchant would bring.
