Crap FPS on Power Rig

So I have been having FPS problems on Fallout 4... Even when I turn textures to high, Godrays to low, and shadows to medium, I still get crap fps in cities and even sparse places. Im talking 20 and below, with an average of 30 overall.

I have an R9 390 Nitro, i7 3770k with 16 gb ram, and my rig is evenly powered. I can run GTA 5 on Ultra everything @ 50-60 FPS so what is happening? I also have the latest drivers clean installed. I didn't drop 330$ on a brand new GPU to get this kind of performance.

Any help is appreciated, thanks.

I have the same rig roughly , except an I5-3570 (or something like that) and do not experience these frame rate issues and everything is on Ultra, even the sun rays. Wonder why.....

Yeah I saw that, but there's problems with the beta driver that make me want to avoid it. The truth is my rig has been running 20 fps below of what the benchmarks say for all of my other games too. Fallout 4 is the worst however, and I can't deal with it any longer. If your performance is fine, then there is no reason mine shouldn't be.

If it happens in other games to there is likely an issue other than Fallout itself. That said I can't really pinpoint it from the info you've given, nor do I know much about AMD GPUs.

So I created a log of my performance in the city on Ultra settings... CPU barely reached 70% load, so its fine. For my GPU logs however, my GPU is looking weird. Is there any way I can post these logs?

16GB of RAM (15.88 usable)
1920x1080, 60Hz
nVidia Driver 358.91
OS: Windows 10 Pro

Runs fine at 60fps except in problem areas and facing certain things. It just needs to be patched, I've tried every .ini tweak and whatever else people recommend.

Try disabling V-sync and using another application to cap framerate at the monitor's refresh rate.
