Crash on Great Gate creation

Currently, I'm doing the "Defense of Bruma" quest, and everything is going fine until the Great Gate is created. The three Oblivion gates cause no problem. When the Gate is created, my game crashes for some reason. I don't know if it's caused by a mod, and I have the game patched to the latest version, so I have no clue what causes this.

That's not really your load order is it? Do you have Wrye Bash? Or OBMM?? Use one of those to list your load order.

Shouldn't there be an open cities .esm file as well?? Might wanna check that.

Looks like an old version of Open Cities to me.

You should probably upgrade to Open Cities Classic, a lot of improvements have been made there.

As a quick note, I turned on Open Cities while posting my load order because I was going to use it later. The game still crashed before I turned it on.
