Can you try to remove all your saves from the natives Fallout4 saves folder ["%userprofile%\Documents\My Games\Fallout4\Saves"] and try to start a new game?

I've set and reset every variant of admin rights and compatibility modes on both the launcher and game exe, always the same results.

I'll check if there are any files there, but the game has never loaded, so I've never seen the main menu or gotten the game running, only the game launcher.

Havent seen this on your list so gonna suggest; Have you tried running the game windowed instead of fullscreen?
