Closed for piracy, thread hijacking, and flaming. You are
not entitled to use a backup of the game as an installable substitute for the original media, or obtain a pirated version of the game and use it in lieu of the original, even if you have a proper license for the game. Doing so is piracy, and no disputes as to whether it is piracy will be entertained on the forums.
There seems to be a dispute about the shaders required to run the game and whether Intel chipsets and drivers support those shaders. I'll answer that, but the thread stays closed.
Intel has long used software emulation of 2.0 and 2.0b shaders.
Many games that require those shaders will not work with the software emulation. This includes Oblivion and Fallout 3. Thus even though Intel makes a specious claim that those shaders are supported, the games are not deceived and refuse to start.
From the 965 chipset onward, Intel has the necessary hardware shaders; however, they have not been supported by the drivers until very recent versions.
Some members have had success, especially on Dell notebooks with 965 chipsets, by obtaining current drivers direct from Intel's Web site and installing those. This will make the games marginally playable on 965 and later chipsets (and maybe satisfyingly playable, if you have some tolerance for low resolution, low frame rate, visual glitches, and occasional crashes).
But in general, members who point out that the game is
not supported on Intel chipsets and
usually not playable on Intel chipsets are correct, and disputing this will not convince anybody unless you provide substantial evidence to the contrary.
