(ignore the bad names)
Dark Magics: the lower your health, the faster your magica refills.

Dog Person: all wolfs/dogs have a 50%chance they wont attack, even if normally hostile.

Big-Strong-Arms: will allow you to dual wield 2 handed weapons. like a boss.

?????: the player chooses one race/creature. they do 25% more damage on this creature,

True Dragon Born: all dragon shouts have a shorter cool down.

Wanted: your bounty decreases slowly over time.
and
Of men and Mer: you gain the ability to temporarily place HP and Feteag into magica, and vise-versa.

Tame the Beast: Requirement:Some form of Lycanthropy. You have the power to control yourself each night and choose whether to transform or not. (Could learn from a elder Werewolf or something)
Nightwulf: While in werewolf form you do 25% more damage and are 25% harder to detect.

Ambidextrous (one handed weapons): You gain a 20% speed bonus to your attacks while dual wielding weapons.

Spellblade (one handed weapons): Attacking with a blade weapon with a spell ready on the other hand recharges your magicka.

Dwemer Expert (security): You have a chance of dismantling Dwemer enemies and traps

Archmage (destruction): Wielding destruction spells in both hands increases magic damage by 20%

Sentry (two handed weapons): 30% increase in block effectiveness while wielding a two handed weapon

Keen Eye (survival/perception): increases your awareness of nearby enemies and landmarks

Defender (block): Shield blocks have a 30% knockback effect

master smith (smithing): weapons and armor you forge have a 20% increase in damage and durability

Dragonblade (blades): Blades do 30% more damage to dragons

Autarch (persuasion): most people sense your nobility and treat you with reverence

Crustacea - You now have the ability to turn one of your enemies (up to level x) into a mudcrab once a day

William Tell - Damage with arrows is now increased 25%

Fun thread. Okay, I'll try - hope they weren't said :

"Those damn cats" - allows you to throw objects to distract a NPC.
"Argh, forgot spare torchs" - allows you to discreetly douse/knock down light sources (magical effect ?)
"Beer goggles" - makes all NPCs pretty (in case Bethesda falls back into uncanny habits)

something along the lines of the explorer perk in fallout.

Situationaly Aware - an automatic detect life spell that is always on up to a certain amount of feet/yards.

Master of stuff and things.. first pick lets you wear 3 more rings on any hand not equiped with armor.. only gloves.. second pick lets you wear 2 more amulets and a second crown/cirlet ONLY if not wearing a helm. Final pick lets you wear 3 additional rings 2 more amulets and any 4 magical gems... but only if your wearing no armor at all.

magicka manic. Increases your magicka pool a good bit but whenever your magicka goes below 10% you fly into a panic increasing runspeed 40% and forcing you to run in random directions until your magicka renews or no enemies are in sight.

Granite headed.. You cant be knocked out or knocked down.

pungent animals will never try to bite you unless they eat carrion then they realy like you alot.

accident of bearth you can swim faster and hold your breath longer underwater. A small wrecked ship appears and is a player home complete with fast travel marker.

crazed stalker. someone follows you and will from time to time kill and eat whoever tires to harm you.

freinds in small places.. you saved a family of woodelves and now every so often they help you out by filling your enemies full of arrows or smashing thier feet or jabbing them in the rump with pointy sticks.

master brewer You can make mead and beer and malt beer and various other delights.

hothead.. your fire based magics work better

ice queen/king your cold based magics work better

puppet master your summons cost less and either last longer or you can control more at one time.

dark lover. You see better in the dark and gain bonuses in darkness.

plaid wanderer you can sometimes find much more valuable and rare trees to harvest

gold digger you can find rare deposits of metals and gems

meat and greet lets you harvest more meat from monsters and animals and lets you sell it for slightly more money.

dirty job due to a stint as a sewer cleaner you can find more interesting things in sewers and can even find a sewer home somewhere.

sir runs away increases runspeed but only so long as you run away and not toward enemies.Most not attack.

I ate WHAT!?! You can eat more.. interesting ...foods... but when you do you become much less stealthy for awhile... and alot more atractive to carrion eaters.

Yeoul! - Wearing no armor provides a +10 armor bonus.
Skyrim Native - Running in snow provides a +10 to speed.

Battle mage: You have more mana when you wear heavy armor.

Burglar: At night you gain a bonus to stealth and security.

Spear wall: You can treat a spear as one handed weapon.

Expert healer: Any restoration spells you cast on other people are mana free.

I hope there are many race-specific perks aswell.

Bosmer:
Natural Cannibal - Makes you able to eat humanoid corpses, and regain health over time by doing so.

Argonian:
Swamp-Born: While in water your fattigue never diminishes.
Spiky Scales - Opponents hitting you bare-fisted take damage from your spiky scales.

Altmer:
Superior Intellect: While talking to lesser races your speechcraft is increased by 10.

Any good?

I like the concept. I'm hoping there ARE race specific ones, because I don't want to be able to get everything on one character. That said, the Bosmer one is the best on that list. I've been waiting a long time to eat my fallen foes.

Master Ebchanter(3/3) = Increase the power of souls whne you enchant items by #%
Quick Learner(Combat/Magic/Stealth) = Increase the exp gained in chosen speciality(in case they don't have specialization)
Strong Minded = Allows you to shrug of lesser mind affecting spells and effects
Single-weapon Master = Increase the damage of one-handed weapons with 30% as long as you only use one.
