I'm fairly new to creation kit

I want to create a persistent quest bin similar to how Miscellaneous quests are displayed and function on the quest menu.

I want to create a bin and have about 7 marker groups that can be toggled on and off at will.

I don't mind digging around a bit to figure out the details I just need to know if this is possible, or if Miscellaneous is a one-off quest bin.
