Creating a patch using TES4Edit

Ok, so I want to modify an existing plugin, but I don't want to actually modify THAT plugin, I want to make a "patch" plugin that only alters the necessary records. How would I go about doing this? I can edit stuff in TES4Edit just fine, but is there a way to create like...a "blank" ESP, and then just only copy the necessary records into it? Or do I have to start with the CS somehow?

I feel like I'm missing something very obvious.

As an example, I want to do something similar to the Sensual Walks patches. I just don't know how to get started.

Just find the record(s) you want to modify, right click on them and select "Copy As Override into..." (exact wording may differ), then it'll give you a dialog to select what plugin you want to put the override record into, select "new plugin" (wording, again). Then just navigate to the record in the new plugin and make your changes. When you close, it'll ask if you want to save the changes.
