How do you make a mage npc using the creation kit i made one but he only uses the best skill can u make it so he uses all of his spells randomly?

For example i want a conjurer to use my new made conjuration spells he only uses the best one out of 20 spells that i gave him i just want him to randomly choose between all 20 when the summon expires
