Creation Kit wants wrong .ini file

Suddenly, when I try to fun the Creation Kit it gives me this message:

"Version control is enabled. A network location must be selected to proceed.

Select OK to locate a ConstructionSetNetwork.ini file and continue."

The Creation Kit should be looking for SkyrimEditor.ini, not ConstructionSetNetwork.ini. I varified the Creation Kit in Steam and it found like 1000 missing files and replaced them. I tried to run it again and had the same problem. I can find SkyrimEditor.ini when it asks me to select a network location, but it won't allow me to select that one. It insists I select ConstructionSetNetwork.ini, which I don't have, and isn't needed for the CK.

What's going on?

You are missing the SkyrimEditor.ini which should be in Steam/SteamApps/Common/Skyrim. Steam should have installed it automaticlaly.

I thought version control was to do with the version of the mod you were working on?

I"m actually not missing SkyrimEditor.ini. It's where it should be, along with SkyrimEditorPrefs.ini. The problem is that for some reason my CK thinks it is the Construction set for Oblivion I think. When I try to run it it forces me to choose look for ConstructionSetNetwork.ini. When I choose SkyrimEditor.ini it says that's the wrong file and doesn't accept it.
