Are Ash Vampire's considered creatures?

To make them into a playable Race you will have to create all the Body Part meshes that form the body. This will require you to make them in a 3D rendering program.

In that guide, steps 4 to 4.7 only apply if you're using a pre-existing Race as your base models.

The Ash Vampires are Creatures, yes. And therefore don't have Body Parts like the NPCs do.
