Creative Alchemy Sound Crash

In order to fix the stuttering radio problem, I used creative alchemy on the game, with my Soundblaster Z. It worked for the radio problem, but it causes the game to freeze whenever I shoot a lever action rifle, specifically after the noise of the shell hitting the ground. It probably crashes for other sounds that I haven't come across yet, either. I was able to fix this partially by setting bMultiThreadAudio=1 in the fallout.ini. Instead of freezing the entire game, now the audio simply stops working whenever I fire a lever action rifle; the game continues on as normal, but without audio.

Other fixes don't work for me with the radio stuttering issue, and using Alchemy actually improves the sound quality of the game remarkably, so I want to continue using Alchemy. How do I fix the crashing issue? Some people recommend setting the creative control panel to game mode, but my control panel doesn't have a game mode. Yes, all drivers are up to date. No, I don't have any mods.
