Skyrim should have a different Crime and Punishment system for fallout or Oblivion imho. I hated killing a dude in his house only to find a dozen guards arriving to arrest me 5 seconds later. You should have the ability to kill someone and leave the crime scene without being spotted hide the body to escape detection. Maybe guards could check the crime scene for evidence of the murderer after you leave. Similarly, guards, bandits, and regular citizens should notice when one of their buddies is lying in a pool of blood on the ground. "Hey, Bob's dead. Damn rats." Also, if you steal from someone's shop at night, maybe they should hire a guard or multiple guards depending on the wealth of the victim and amount stolen. This would give a new level of complexity of crime in Skyrim without making the game too easy or too hard. Opinions?

I agree, it should be more complex. Like for example when you attack someone in a town and everyone goes hostile but you get away and hide somewhere, they should send out search parties to look for you.

People had better start noticing dead bodies, because when the person next to you just falls down dead you don't say "Must have been the wind..." and act all Calm, Cool, and Collected.

The NPCs should go on alert and immediately start scouting out the area if their confidence is high enough. If it isn't, they should run away. But they should never let their guard down, period. When somebody falls down dead next to you from an arrow/spell from the shadows you don't go on alert for a little and then give up. You find them or you RLH!

I just hated getting arrested when i accidentally picked up a bottle in front of the bartender, they should give me a chance to put it back before the guards get into the situation.
I think that some npc's should be able too calm down if they go agro, always to the death with those guys

I agree. It should further be added that MANY times, you could kill someone while in stealth. in their home, and still get a 40 fine for assault...

i also want the morrowind style when you would have too high of a bounty you would be marked as an outlaw and you couldnt surrender.

That was the worst. Or stealing a worthless cup when you mean to sit down at the bar gets you ten swords in the chest.

I would really enjoy a new stealth system. It was really funny when you got your sneak high enough in Oblivion to sit in one spot in stealth mode picking people off without anyone noticing.

I like the Oblivion/Morrowind way, but I think that if there is a dead body around that there should be an alert in the town. There needs to be a real since of a small population.

I also think that you should be given at least a 10 second rule when it comes to accidentally picking something up.

I hated how if you had a high enough fine everyone knew about it and you were basically screwed as far as playing the game or getting any quests or getting into towns etc.

If you commit a crime in one town the news shouldnt reach all the other towns instantly. Also, if you get away their should be stuff that you can do so that you can still be active in the game, go in to towns and near settlements, and do quests. Like you shold be able to disguise yourself or sneak into a town (no more: "theres only two entrances - both gates with guards right next to them, so its impossible to enter this town without getting arrested")

and their should be outlaw areas/a guild that you can join/stuff to do while you're wanted

maybe a way to smuggle yourself into some city underground, or go over walls or through a river entrance?

It also seems rather dumb that the civilians in the town all try to kill you if you commit a crime...they should be running away while the guards deal with you.

NO psychic guards. NO guards teleporting at the crime scene right after the crime is committed.

When a crime is witnessed, or a body found, people will go call the patrolling guards. (Depending on your reputation and the reputation of the victim, they might choose to not alert the guards).
If a crime is committed without witness, there is a chance you will be blamed for it afterwards after an investigation (not shown though. I guess it would be to hard to show the guards going CSI)

Make a different bounty value for each city / region. Your total bounty is the sum of it, but if your "local" bounty is low, there is a chance the guards won't recognize you. (exemple, you kill a passerby in Winterhold. You have a moderately high bounty. In Solitude, you will be able to talk to the guards because they won't know you are a criminal. Steal a flower pot in Solitude and they'll make a background check on you and start chasing you actively since they'll realize you are a high profile criminal).
Of course, local reputation can spread. If you commit a genocide, others cities guards will be alerted. (so you would need a formula to calculate the probability to get identified by the guards)


Also, if you had a high bounty at some point, the guards will be suspicious of you and might start stalking you.

Also, if I steal an item, and no one sees me, it should BELONG to me, not appear in my inventory as stolen.

I'm sure everyone would love the third option (with complex investigations) but it's totally ridiculous to expect. It'll probably be similar to what's been seen in Morrowind and Oblivion.

Also, there's not really crime in Fallout, considering there's no real dominant society.

I voted for them to make a complex system. I am sure that they WILL have a system but not so sure if it will be very complex.

i would love to be able to hide bodies or kill witnesses to try and escape punishment; resulting in a much bigger punishment if caught of course.

Wouldn't mind at least having some body removal. Funerals would be kinda neat too. And some tweaks to prevent unnecessary escalation -- like, in FONV, NPCs will initially just take their stuff back and gripe at you if you take it. And throwing a drunken punch should usually start a brawl, not a bloodbath (unless someone loses their cool and decides to pull a weapon).
