I'm speculating wither we'll get to witness or possibly even join some Irish-American, organized crime faction(s). Or possibly some sort of Fallout Universe Thieves Guild. What're your thoughts?

Well we have seen a fancy suit you could easly see as a mafia suit, so not impossible, organized crime has in some form been part Fallout for a long time.

I could see them having an Irish ghoul based off of Jack Nicholson's character in The Departed (which was based off of the real gangster Whitey Bulger).

Would be awesome. Bring back mobs like what we saw in New Reno. It's awesome when you have a choice between joining a bunch of different factions based on your personal tastes, since they're all either evil, good or grey. Like the Great Houses in Morrowind - it was a matter of opinion that had no right/wrong answer.
