If I want to rely on critical damage to inflict damage, should I maximize perception or agility? In other words, are energy weapons or guns more suitible for a high luck character? (I know critical dam multiplier differs from weapon to weapon but I'm approaching this in a much more broad sense)

I'm pretty sure critical damage rate is determined by Luck. Not Perception or Agility. Although Agility helps with accuracy, so there's that.

As for whether you should use guns or energy weapons? Well stuff like Hunting Rifles, Sniper rifles, AMR, I believe have either higher critical rates or better critical damage. So your best bet is probably Guns.

As for high DPS or high DAM? In my experience, I like to rely on high DAM, as I tend to use a sniper build. Which involves high sneak and guns. Not to sure about high DPS, as I usually don't use those kinds of weapons.
