IF we ignored the difference in the level of controls involved, it would be an absolutely amazing idea. No reason you couldnt have clients accept the EXACT same packet info across all systems, and then, if output was different, just send it to a central server which would already know how to read all the information, and then spit it back out in the appropriate formats... easy enough...
Contrary that i voted yes, i say no. I'd LIKE to see it, but its just not reasonable, because PC owners would have a superior control setup and enhanced reaction+accuracy+speed, because its quicker to twitch your fingers, then it is to pull a trigger. its 0.24mm with i think less then a gram of pressure is what it takes to click the average razer mouse that uses the death adder design, and you can spin your character multiple times (accurately if practiced) in the same timeframe that a stick user would take to rotate once, and you loose alot of accuracy from large wild actions far more quickly. Keys are the same thing, the stick has to move like what, probably a centimeter at the top? keyboard, a tap is all it takes. The percentage increase in speed is exceedingly small, yeah, like maybe 1/20th a second, but advantage is advantage, and my point is PEOPLE WILL COMPLAIN.
though if people were mature about it and realized you could 100% handle the differences through player skill... it'd be awesome. Theres a good few games i wish i could have played cross platform, like phantasy star.
