Is there any way to make the crossbows more damaging?

I find that the damage capacity pales in comparison to Bows + Arrows.

I have the enhanced crossbow with upgraded bolts

Just keep going until you have the enhanced dwarven crossbow, until I get that crossbow I dont even bother with the others.

Thread like this should be on the dawnguard forums, but I assume theres not a lot of people there thats why your putting it here, understandable.

Being that its a type of bow I would think so.

Its listed as an archery weapon so yes it does fall with archery perks/levels.

Oh yea. My Archery is at 100 and no single Crossbow Bolt has ever failed to stop the target. Bosses only take two or three of them. I remember one boss in Dragonborne that is supposed to be all tough. Well, he has this speech, like most bosses, they love to hear themselves talk. I just walked into the room and let off two bolts as he started his talk. Quest over.

I also have the Sneak Perk that boosts Archery attacks.
