I am really curious and wasn't able to find anything to this topic via google...

Assuming I create a character starting in the Ebonheart Pact, would I be able to visit Hammerfall? So can I cross the borders to enemy countries in the game?

When you get to level 50 you can go to other faction territories.

Nope. Not until level 50, when a gameplay mode called "50+/++" kicks in... where you can enter a special leveled up version of the other areas and do their quests. There's a backstory about "some entity" wanting you to see things from the other sides' perspective.

Once your Ebonheart character hits level 50 they will have the option to travel to either of the other two faction territories in what is called 50+ and 50++ content.

You will not be playing with any members of the other alliances, but be in a special level-scaled instance where you'll find other members of your own alliance. You'll be able to play through most of the quests, but not repeat the main quest or the fighters/mages guild quests. You'll also be able to gather resources and sky-shards, so post-50 offers still more content and progression, which is nice.

So short answer, yes, but it's more complicated than just running over to Hammerfell whenever you like.

You CAN of course go back to your first alliances territory whenever you like. You are not switching alliances, just travelling their lands.
