I don't think they fall off.
From my observations.
I think the game can spawn them there for some reason and some get stuck.
If you stay there at bed time they can go to their beds.
If you travel there during the night they can be standing in the sea.
If you travel there in the day one or two can be stuck there.

I've seen the ghoul enemies warp to there from being in the house seconds before somehow, seems like a bug

You can take it as they enjoy living near the sea I once rang a bell there. The did not come. I was stubborn and rang again ana again..Some of them teleported to me including my provisioner who swam to me through the air.
Ive noticed Danse and others spawn in the water or somewhere down off that cliff and take like 15 mins to get back up to the bell location lol
Indeed. I've seen suggestions that setting an alternate fast travel point can help, but can't find any specifics as to where to put it.
Now I strip the place of resources and send the initial settlers elsewhere.
I hate when this happens, and usually just sleep. Has anyone been able to make a cool looking Croup manor Fort? So far all I've done is add a bunch of beds on the inside, scavenging stations, and a chemistry lab on the second floor. I made a small bridge in the middle of whatever that thing in the middle is where I think it used to be a statue that I put I think 4 or 5 missile launchers on, and on the edge of the roof I put 4 or 5 heavy laser turrets. The caravan outpost is right next to the garage.
I've heard of people rebuilding it into a brothel. So you actually fixed all the holes in the floor and everything? I want to figure out how to build off of it so I could turn it Ideally into a large settlement. Did you build this on console, or PC? I can't wait till mods come out for ps4.
I've seen them down there but never saw how they got there. Spawn, fall, chased by someone/something? I dunno.
I also have something odd happening there.
When I fast travel there there's always a Feral Ghoul Reaver standing behind the car by the Workbench. I can run up to him, Melee him with my gun, shoot him, and he never sees me. He just stands there taking it until he's dead.
I'm on a PS4. No mods.
I patched up the floor holes and put in beds, but I haven't built much of anything other than a rooftop lounge and stairs leading up to same.
I'm on a PS4, no mods and I built a big settlement at Croup in one of my playthroughs. I did use the workbench glitch to get more building materials.
You can't fix the holes, but you can build walls and floors around them and hide them. I built a level on top of the manor with access from that one room at the top that has no roof. It was tricky.
Made a boardwalk over the edge of the manor so it felt like you were walking above the water. Put in a scenic sitting area to watch the sunrise to the East.

That's happen to me plenty of times, I think its a glitch.
Speaking of boardwalks: has anyone else had problems with settlers ignoring their assigned shops when built over water?
I built platforms over the water at Taffington Boathouse, placed stores, and assigned settlers, but they would not walk to their stores.
They might have problems finding a path to your platforms, I once built a metal house and it was just a little bit above the surface. But they did not come in until I put a small wooden floor near the doors. Try to add stairs or wooden floors.
Sometimes restarting the game fixes their pathing.
At the time, I made sure that the platforms clipped into the land and then extended out over the water, but there have been a number of patches since then: I may just want to test it out once more.
Not at croup but at the castles the provisioners and especially the brahmin give 0 fux about physics & other universal laws xd
Yep i got 7 of them just standing there, and i can't move them because they are out of the build area.
I think that a solution from the devs could be to simply expand CM's area so that it includes the beach and the water, since you then could build some
stairs and etc leading up to the main house. So even if the settlers would spawn down there, they would be able to get back up.
Just in case you haven't tried this: it is possible to duck out of the building area, select a settler outside it, then instruct it to move to a point inside the build area. You just have to beat the timeout. I had to do this a number of times with provisioners.
But if they're too far, I can see it not being an option.
