The Double XP Weekend should be live from around 5pm GMT, simply restart the game or go from singleplayer to multiplayer to enable it.
You should see an XP related icon in the bottom left of the screen if everything has gone well

I pre-ordered a few months ago and got an email from the retailer a couple of days ago saying it had been dispatched. I was really hoping to get the game on the release date, but no.
