Turns out - it is PSN. Even though some are still signed in, Multiplayer in games has been cut off sporadically around the US because of an overflow in the system due to so many people trying to sign on and change their passwords today. Here's a link explaining it in further detail:

On another note, Black Ops servers seem to be not allowing people in in my area either (due to the current PSN overflow issues).

some ppl clam to be on in parts of the us an they say they got the welcome back package from sony but idk im not up yet
