crysis 3 lags frequently on single player and muliplayer.... : Crysis

when i play crysis 3 on low, i get 40-60 fps but it lags every second.. everything goes slow motion for less than a second every second!! it makes the game unplayable.. i tried messing with the settings but, nothing changed much... i have the latest drivers of my gpu installed.. My system specs:
8 gb ram
amd x6 1090T 3.2ghz processor
gtx 560 ti

Have you turned vsync off?
