I think thats a bit of an over the top expectation.
Consoles are build for playing games.. and not creating them.
A Mapcreator and/or something basic and easy to use is okay.
As long as it isnt too complex at all.
With something like UDK you can actually "make" games.
How do you want this to work on a console due to the fact that even the next gen of consoles will not be able to get hardwareupgrades?
Because the more objects and stuff you put in a level or a game.. you may cause an overload to the console. This would be a warranty horror-scenario!
How do you want to do the scripting and all that stuff?
You would need to expand the consoles capabillities to a point till its not a console anymore.
I think its just a logical reason that Complex Editors and Developer Kits belong to Pcs.
