Don't worry, you'll get it, but maybe not in the form you think. That doesn't mean it's a bad thing. It's already known that Crytek is developing a development kit to compete with the now free-to-license till about $50,000 of profit UDK. And now the editor isn't out on release yet? It's because the editor is no longer the Crysis 2 editor. It's essentially the Crytek Development Kit. They aren't going to release the first version of that until it's good and ready, regardless of Crysis 2's release. But when it does come out, forget about modding Crysis 2 (which you'll be able to do as well, obviously), you'll have full access to the game engine to create your own games, and sell them if you wish.
If they release a Crysis 2 specific editor at all, it'll be like what happened with Unreal -- they release an editor which is essentially a re-purposed version of the Development Kit, and then they also released the kit down the line as well. In either case, you should be more excited about the Crytek Development Kit being available to you soon. It's much more than just an editor.
