I have played FNV on my PC before and I have never had this problem.
I uninstalled it about 2 months ago, later reinstalling it do to the DLCs coming out.
When I start a new char, the game crashes when I leave Michael's house, and I reload the save it crashes every 2-5 minutes(I haven't even left the tutorial zone yet.).
The only mod I have downloaded is the one that is suppose to "fix" this problem(d3d9.dd).
I have meet the system requirements(I have played to lvl 20 3 times).

The d3d9.dll is supposed to fix performance issues more than crashes. What happens if you dont have the d3d9.dll? Where does it crash? DOes it crash more?

It still happens, same as with it.

The area around Goodsprings is crashy. If you can manage to get down south to Primm, there and beyond should get better. While I crash around Goodsprings, I can freely wander the entire rest of the wasteland without worrying about a crash.
