culture in the rest of the world

The US in the Fallout universe is heavily based on a 'post war 50s america' vision of the future.

But what about the rest of the world, like europe, either before or after the great war? Of course with this question i am going to assume that there are survivors in these places, possibly vaults of some form, and a continuation of some form of civilisation.

For instance would american rock and roll, jazz etc have become popular in the uk?

Yeah, the entire Fallout universe is. The other nations developed in the way 50s American science fiction would have imagined them to.

Since Fallout's pre-war world became increasingly nationalistic and culture was shaped by patriotic pride, naivety and obliviousness, I think American music wouldn't have become popular in the UK.

id imagine Europe became more and more socialist while turning into a federal republic basically take the worst of the US and communism.

the UK must have lost a lot of power between 1939 and 2077 mostly because its not mentioned and if it had been a super power it would have been. id say the UK probably became isolationist and rapped up it its own former glorys.

Post war id say Europe and the UK probably regressed to something more a kin to dark age city states maybe even tribes not just because of the direct effects of the war but the blaming/hatred for their neighbors that in a lot of places date back hundreds of years sometimes in the same country ( look at the Yorkshire/ Lancashire war of the roses that never real ended)
