I think a horse steppe culture is what is truly missing tomelder scrolls ... Some large steppes to be roamed on horse.... So far we have arabian persian of hammerfell , vikings, romans , elf stuff... But nothing like nomads seems...

Well for nomads there were Ashlander tribes. I was kind of expecting some riders of windhelm though.
