After getting Curie as a companion and dismissing her, I've tried to send her to my settlements. I've tried doing it with Sanctuary Hills, the Caste and Red Rocket. While the pop-up says "curie is going to XYZ", she just goes in front of the clinic in Vault 81 and stays there.
