Custom NPCs Not Spawning, Awkward Stools, & More!

Hello,

I'm pretty amateur at modding, but I've been working on a pretty big project for a while now, and I'm still occasionally running into some problems I'd like to talk to some experienced people about.

The first is that when I use any save file to test the mod, the custom NPCs I've created in the building I made do not appear, and my custom follower won't follow me into the building. If I use coc on the title screen, all the NPCs appear normally. It may be worth noting that there is a goat in the custom building that always appears normally, save files or otherwise. I read somewhere that attaching them to a reference X-Marker would make them spawn, but it didn't seem to make any difference at all. What's up?

The second is that my tavern has awkward stool syndrome. I have tried moving these [censored] stools all over the place, but people are always standing on them, getting stuck on them, and being generally [censored]. I've tried moving them closer to the counter, farther away from the counter, ensuring that their boxes don't collide with other objects' boxes, and I'm genuinely stumped by what must be the dumbest problem in modding history. Help?

Lastly, the primary function of my mod is to create a follower with an abundance of professional-quality dialogue, and for the most part, this is going great. But I've run into a few hitches that maybe some of you can help me out with... mainly, he doesn't ever use the "bleedout" dialogue I've given him. This might be really obvious, but I don't understand why. Isn't he supposed to say it when he drops? In addition to this, I have some "idle" dialogue that he says while just wandering around non-specific areas of Tamriel, but sometimes the subtitle pops up and disappears instantly. Any idea what this means?

I know this is a lot of unrelated questions, but if you can answer just one of them, I'd be pretty happy.
